Guidelines Against Ragging in Colleges

With classes for first year undergraduate courses commencing from November 22 Monday, 2021. Delhi University issued guidelines AGAINST RAGGING (AR), and keeping of complaint boxes in front of the principal’s premises and formation of vigilance squads in colleges.

Students be Given a Virtual Tour

Orientation day on November 22 by Lady Shri Ram College of Commerce, Gargi College and Ramanujan College, Indraprastha College for Women. BHASKARACHARYA College of Applied Sciences will hold its convocation on November 20.

Institutions may use Suitable Anti-Ragging Banners:
HOARDINGS or BANNERS at prominent places may put up by Institutions within the campus concerned to encourage the students to prevent or not to do ragging. Along with the DRP, senior teachers, NSS OR NCC officers, if any, and senior students may be involved to form Disciplinary Resource Committee or Disciplinary Committee at the college or department or faculty level, contact details must be shared with the proctor’s office.

Disciplinary Resource Person:

    • a) The departments will also organize their own SEPARATE ORIENTATION programs for freshers. Programs Of Orientation will be conducted in online mode. But classes conducted also in VIRTUAL MODE.
    • b) The guidelines of anti-ragging says that heads of institutions may identify a “Disciplinary Resource Person” in each college or hostel, hall or department and their contact details should be shared with the proctor’s office or premises.

Complaint Boxes

Complaint Boxes in Front of the Principal’s Premises:

    1. The officers of each college who have but the responsibility has been entrusted, it has been said in the guidelines, will look into those complaints and take immediate necessary action as per the norms of the University.
    2. Formation of Vigilance Squads in addition to DRC taking the help of NCC or NSS student volunteers to AVOID CASES of indiscipline among the students and keep a constant vigil to PREVENT UNTOWARD INCIDENTS.
    3. For the benefit of the POTENTIAL RAGGING VICTIMS, sealed complaint boxes should be put up in front of the principal’s office premises or area. Especially in graduate colleges having hostels, so that they can give their SUGGESTION OR GRIEVANCES to the college authorities.
Surprise Raids

Surprise Raids Conducted in the Premises:

    • a) The guidelines stated that Such security or safety personnel along with vigilance squads may conduct SOME SURPRISE RAIDS on the premises of Canteen or Common Room or Room or Hostel or Student Union Room or Parking Lot etc., FROM TIME TO TIME.
    • b) Introduction of individual mentor in colleges and departments and adding a specific faculty member to all the NEW ENTRANTS INDIVIDUALLY and COLLECTIVELY in a group, to remove any emotional problems resulting from adjustment to a new environment. Should take some time to do it.
Institute will take Initiate Disciplinary Action

VIGILANCE SQUADS and DC or DRC should work in perfect coordination as ultimately action in respect of any incident of indiscipline involving any student or group of students will be recommended by the DRC or DC and then the Head of the Institution concerned. DISCIPLINARY ACTION WILL BE INITIATE.

Admission to the institute should be strictly controlled on verification of identity cards carried by the students. Each student is expected to carry his OWN IDENTITY CARD. To enforce such regulated entry, security guards and Other associated employees may be engaged.

Preventive Actions are Important:
Special care should be taken to AVOID HARASSMENT of any student on grounds of caste, gender, religion and added that PREVENTIVE ACTION is more important than punitive action in this case.
